Council of Ministers enacts regulations, refers a bill to HPR
Addis Ababa, November 12, 2022 (FBC) – The FDRE Council of Ministers on Saturday approved 3 regulations and referred a draft proclamation to the House of Peoples’ Representatives (HPR), including establishment of a National Rehabilitation Commission to allow armed forces to disarm and reintegrate into the society.
The Council of Ministers held its 15th regular session on Saturday 12 November, discussed on various issues, approved 3 draft regulations and referred a draft proclamation to the House of People’s Representatives.
The Council first discussed on a draft regulation to establish the National Rehabilitation Commission.
Since it is important to find a peaceful solution to the conflicts that have been occurring in certain areas of the country, it is necessary to establish a National Rehabilitation Commission to disarm the armed forces who were combating under organized forces, reintegrate them with the society in a sustainable way, restart their peaceful life, and participate in the development, peace and democracy building process of the country. Hence, a draft regulation was prepared and presented to the council.
After extensive discussion, the Council approved the draft regulation. This regulation will take effect from the date of its approval.
The Council, then, discussed on the draft bill on the national defense forces. The ENDF, free from any political affiliation, is in a reform process that enables it to undertake its mission of protecting the sovereignty of the country and the safety of the citizens.
In order to further strengthen this reform and ensure its sustainability, a legal framework that conforms to the current and future missions of the Ethiopian National Defense Forces is required. Hence, a draft proclamation has been prepared and presented to the Council of Ministers to replace the current proclamation.
After extensive discussion on the draft proclamation, the Council referred it to the House of People’s Representatives to be approved with additional inputs.
Finally, the Council discussed the proposed draft regulation to determine the structure, authority and responsibilities of the Ethiopian Enterprise Development.
To speed up economic structural transition through increasing the competitiveness of the manufacturing enterprise sector, an institution with a mission of expanding and transferring those enterprises with provision of problem-solving capacity building, financial, production equipment, technology, consulting services, production space and infrastructure, input and market linkage support is required. As a result, a draft regulation to determine the structure, authority and responsibilities of the Ethiopian Enterprise Development has been prepared and presented to the Council of Ministers.
After extensive discussion, the Council approved this regulation. With additional inputs, it will be effective from the day it was published on the Negarit gazette.
