Council of Ministers approves a regulation, refers two bills to the parliament
Addis Ababa, April 10, 2023 FBC) – The Ethiopian Council of Ministers has approved a draft regulation and referred two draft bills to the House of People’s Representatives in its 19th regular session today, the Office of the Prime Minister disclosed.
First, the Council discussed the federal government’s procurement and asset management draft bill, which aims to correct operational deficiencies that may be the cause of poor governance, strengthen the responsibility and accountability of institutions, to enaure technology-oriented procurement and asset management system, and to help increase the participation of domestic manufacturers in government procurements to help their productivity grow.
After discussing the proposed bill, the Council unanimously decided to forward it to the House of People’s Representatives for approval with additional inputs.
Susequently, He also discussed the draft regulation of community health insurance. Accordingly, it is necessary to regulate in detail the issues stipulated in the Community Based Health Insurance Proclamation No. (1273/2014), especially covering financial deficits, risk reduction strategies and the division of funds that should exist at different levels. Hence, the draft regulation was prepared and presented to the Council to ensure the effectiveness of the insurance system by ensuring a uniform implementation system at the national level in line with the proclamation.
After discussing the draft regulation, the Council unanimously approved the regulation with additional resources, effective from its publication date in the Federal Negarit Gazette.
Finally, the Council of Minister also discussed the Mineral Resources Development Bill.
The Mineral Resources Development draft bill was proposed to ensure minerals – the nation’s non-renewable natural resources – to be utilized in a way that takes into account future generations, manage them based on environmentally friendly principles and compatible with the ecosystem, a globally competitive and effective management and control system of mineral resources is established, replace imported mineral products with domestic products, to increase foreign exchange from exports, help create job opportunities, and increase the overall contribution of minerals to the country’s economic growth.
Finally, after discussing the draft bill, the Council unanimously decided to it to the House of People’s Representatives to be approved with additional inputs.
