Addis Ababa, June 11, 2024 (FBC) – The Human Capital Operation (HCO) Joint Review & Implementation Support (JRIS) Mission National Workshop, organized by Ethiopia’s Ministry of Finance and the World Bank, has commenced today.
The Human Capital Operation was effective on November 8, 2023, in Ethiopia with financial support from the World Bank with the objective of improving learning outcomes and nutrition services for girls and boys, and strengthening service delivery and accountability in all regions including areas affected by conflict, droughts and high levels of refugees.
The State Minister of Finance, Ms. Semereta Sewasew, in her opening remarks, highlighted that the operation comprises a General Purpose Grant that supports basic service delivery in all woredas including the 42 pilot woredas supported with Specific Purpose Grant, and Investment Project Financing that improves human capital outcomes in areas affected by conflicts, droughts and high level of refugees and strengthen system capacity.
Reminding that the Human Capital Operation is at its early stage of implementation, the state minister pointed out the current JRIS focuses mainly on improving awareness about HCO among federal, regional, and selected woreda-level actors.
In the two days of deliberations, the participants will be aware of the Human Capital Operation and what is expected of them in the implementation process sharing useful experiences and draw valuable lessons from the ESPES, ESAP, and other related reform programs, according to the Ministry of Finance.
